An engineer reads it
Not a sales team. The reply comes from someone who could do the work, which is why it usually contains a question you had not thought of.

A site visit, if it needs one
Most infrastructure questions cannot be answered honestly from a photo. If a visit would change the answer, we say so rather than quoting blind.

A scoped proposal
What we would build, what it costs, what it does not include, and what happens after handover. If the honest answer is that you do not need us, that is also a valid outcome.
